I have just a few questions about this "prestigious" organization.
1. How many agencies of the Church are there? I know of the Burial Agency in which Ciel is involved in, but are there any other agencies?
2. Does the Church Organization have any set "headquarters" that we know of, aside from the Vatican? Like, the Mage Association has the Clock Tower in England, and Atlas in Egypt, but is there just the Vatican for the Church?
3. There are seven members of the Burial Agency, including one member, but do we know who they all are? I can think of Ciel, Merm Solomon, and Narbarek, but I don't recall any other members being mentioned. For awhile, I thought that Kirei was also a member since he used a Black Key, but then realized that he's an exorcist, not an executioner. Which brings me to my next question...
4. Do all members of the Church have the Black Key as a weapon? And furthermore, is Ciel the only Burier with a Conceptual Weapon?
5. How much leniency do the members of the Burial Agency have anyway? Apparently, they don't have a problem with Ciel being in Misaki Town for so long, so one would think that they can go anywhere they please...

Unfortunately, I can't answer most of these questions. I'm guessing there isn't really any major HQ for the church outside of the Vatican (though possibly in Jerusalem and Mecca if they encompass/work with both Judaism and Islam).

Let's put it like this... do YOU want to try and actually give Ciel orders? I doubt she's going to listen to anyone except the head of her Burial Agency and the Pope.

1. Ones I know are the Burial Agency and the Knight Templars.
4. I think Black keys are mass produced by the church... there's no explaining Ciel's infinite Black Keys beside this. Conceptual weapons are given when s/he deserves it. Ciel never dies and prodigy in magic, so the church allowed Ciel to use the Soul eater's horn AKA Seven.... It's animal cruelty....

The Vatican is an entire city-state (the city itself and a few miles of countryside surrounding it) - not just one building or structure. Given how the Japanese portray the Catholic Church (Hellsing and whatnot), Vatican City probably has massive secret underground complexes; not to mention the beautiful and ancient structures above. If you believe in conspiracies, the Church owns the nation of Italy as well: so they have the resources of an entire country at their beck and call.

Not enough information has been released so far to address the question. They left it open ended on purpose I think - to add more as they expanded the setting and make more games.

For the Black Key thing... perhaps. If more games and stories are made, this will probably will be answered. Would sorta be cool if it was... a "standard issue weapon" kinda thing.
As for the Conceptual Weapon thing... Ciel has Seven, as in #7. No clue how many there could be, but it seems the Church has a lot of weapons hidden away. Would make sense, given they're one of the most powerful organizations in the world.

Burial Agency members answer to no one but the Pope and the agency Head. One could suppose that Ciel is responsible for watching over Japan or something... although that's streching it.
I'd wager that since Ciel is actually doing things while in Japan (according to the side stories and all), they won't bother her until a signifigant threat appears and requires her to deal with it personally...

From what I know.
The church is divided up in to mainly: - The Knights. It's the official force of the Church. They do all the noble stuffs like protecting people, etc. All public activities are done by them. - The Exorcists. The other side of the Church. They contradict their teaching, which is like all things born into this world have equal rights, and purposefully defeat demons. - Burial Agency. The darkest and most dangerous group of Church. Executioners who'll do anything to annihilate their enemies.
I'm thinking Conceptual Weapons, to put it simple, are magically enchanted weapons. So to think in RPG terms, every other weapons with a special name on them, that can't be bought in stores are all conceptual weapons. I'm sure there are many of them.
Black Key is one of the basic equipment for the Exorcist.
I read in a interview somewhere that #1 and 2 of the Burial Agency works as a team, and uses the remaining stomach of Dead Apostle Ancestor #11, Stanrobe Calhin as their weapon. It looks like a dead apostle's remaining body parts are still that powerful. Although I can't confirm the source of this info...

What the heck are they going to use a stomach for. Digesting a Dead Apostle? BTW Do all forces of the Church get a black key, and what exactly does a black key normally look like. (Not Ciel's crazy oversized spear gun.)

I always thought that the Burial Agency was the Tsukihime version of the Inquisition. Or if you're a Hellsing follower, Section Thirteen (the Iscariot Organization).
Black Keys are those swords Ciel throws around at everyone (and have that cool paper effect in the anime).

If you look at the description of Stanrobe Calhin, it says:
Lord of Predation. He is already defeated by the Church but his soul remains as a ghost. It still has the power to destroy everything around it. 200 more years till its existence dies out.

Kill people.. Lots and lots of people. For great justice!!! I.E. Mowing down a room full of preschool kids to kill one vampire or blowing up a bus full of nuns to stop the escape route of a dead apostle. Somekind of floogy like that.
